The mayor uses this murder to take complete control. He sets a strict curfew and organises patrols to find the writers of the papers. He forces poor, flooded people to move to land that he owns. He also forces César Montero to pay a hefty bribe in cattle to be released from jail.

The violence continues when the police arrest Pepe Amador for political fliers. Pepe Amador is beaten severely and dies. The mayor claims he escaped and orders the body buried in secret. This demonstrates that the town’s peace is maintained through violence and unfair rule.
